Add the ability to view information about a banned user #372

The idea is to record a user's information as soon as they are banned from the Discord server. This way, in the event of a ban for “Token grab,” it allows us to confirm that the user was indeed a member of the server before restoring their roles. This feature will be available via a command that accepts the username or Discord ID of the banned user and returns information about them.
