[Admin][UI] Users page + User Detail

Scope

• Users list: searchable/paginated table — login, name, roles, #agents, #instances, key providers, 30-day spend, joined, last seen. Row → detail.
• User Detail: profile + roles, owned agents, subscribed instances, stored key providers (names only), recent usage/spend, recent errors. Moderation actions surfaced here (suspend/unsuspend, grant/revoke role, revoke key) calling the Moderation API with a confirm step.

Acceptance criteria

• List search + pagination work against /v1/admin/users.
• Detail aggregates one user's agents/instances/keys/usage/errors.
• Moderation actions work with confirmation + optimistic refresh; never display secret material.

Relevant code

• store/admin/ Users + UserDetail pages; consumes Users API + Moderation API.
