Adds native Ubuntu 24.04 ARM64 wheel builds and test jobs.
Normal CI mirrors macOS by running Python 3.13 and 3.14. Full CI runs Python 3.10 through 3.14.
Validated the workflow YAML, confirmed the ARM exclusions exactly match macOS, and ran
git diff --check.
