PILOT-3486: fixup the upload and resumable upload issues

Summary

After switching to azure setup, there are several known bug in cli:

1. the progress bar is not updating
2. md5 is missing when doing the resumable upload. and this causes to reupload entire file.

The PR will fix those issues with the new update in upload service
