Summary

add new command file metadata <project_code>/<object_path> -g <general.txt> -a <attributel.txt> -t <tagl.txt> to allow user download file metadata into local storage

• <filename>-general.json: the basic information of item
• <filename>-tag.json: the list of tags attached to item
• <filename>-attribute.json: {"template_name":{"attribute1":"value"}
