P-022 maintenance: reconcile the roadmap and crate status after #214

Goal

Update the P-022 roadmap and repository-facing status after the completion of step 4 in #214 / PR #249. The current proposal still describes the migration as exploratory and claims no Rust code is committed, while the workspace already contains five implemented crates.

Deliverable

1. Replace the stale top-level P-022 status with an implementation-status block.
2. Record as implemented:
   • own-ir;
   • own-syntax;
   • own-cfg;
   • own-diagnostics data-only layer;
   • own-analysis solver + ownership/lifetime/buffer/effect/DI.
3. Record as next steps:
   • message/Evidence parity;
   • report/SARIF parity;
   • own-codegen;
   • OwnIR bridge formalization;
   • own-bridge;
   • shadow mode;
   • Rust own-cli;
   • explicit cutover.
4. Add links from the proposal to the new child issues under Roadmap: ship Owen Alpha and complete the Rust production vertical after #214 #250.
5. Reconcile any other stale claims such as population order/status, without rewriting historical design rationale.

Guardrails

• Docs only.
• No architecture redesign.
• No crate rename.
• No new dependency edge.
• No attempt to mark future steps complete merely because types or placeholders exist.
• Preserve the rule that Python remains authoritative until cutover.

Acceptance

• The proposal no longer says that no Rust code exists.
• Live workspace members and documented completed crates match.
