Open issues in PSModule/docs must be transferred to PSModule/Process-PSModule before docs repo retirement.

Request

Transfer all relevant open PSModule/docs issues and preserve intent, metadata, and relationship context.

Acceptance criteria

• Target in-scope open issues are transferred to Process-PSModule.
• Each transferred issue retains context and links to prior discussion.
• Any excluded issues are explicitly documented with rationale in parent Consolidate PSModule documentation into Process-PSModule and retire PSModule/docs #423.

Technical decisions

Order of operations: Transfer starts after PR disposition to avoid moving issues tied to unresolved PR threads.

Scope filter: Issues unrelated to Process-PSModule behavior are either moved to appropriate repositories or closed with rationale.
