Add parameters to control what tests to skip. In the case of the GitHub module, it has ternary operators which is failing the windows PowerShell tests. It makes no sense testing Windows PowerShell, when it takes a dependency on the Store module, which does not support Desktop version of PowerShell. In this case, it makes more sense skipping the Desktop test (powershell@windows-latest).
