Post 'beginner friendly' issues to a channel

What should your feature do?

When a new github issue is created in any operationcode repo either #general or #oc-projects should be notified that there's a new beginner friendly issue with the title and a link to the issue in the message.

Example message:

A new beginner friendly issue has been created in the operationcode_backend repo: Add has_online to code schools entries.
