Add App-Specific Windows osu!lazer entry and improve Linux entry

High precision mouse may need to be disabled when the ingame tablet driver is disabled in order for the tablet cursor to behave properly.

Also this entry doesn't mention artist mode on linux

More details from anyone else are needed here. Artist mode works decently for me in Lazer on Linux' Sway WM but non-tip pen buttons are weird after the SDL3 change. Works perfect in absolute mode or with in-game driver though.

Lazer on Windows has also had its tablet handling changed after the SDL3 changes. Not sure if OpenTabletDriver reads under the 'Tablet: External" device options on Windows' Absolute Mode or if it still needs high precision mouse disabled.
