This PR solve chapter 4 problems, including

• solving 4.08 and 4.22, as mentioned in Unfinished questions #1,
• unifying 4.06, 4.23, 4.24, 4.25, and 4.26's input format, and
• fixing mismatched solutions 4.23 and 4.25.
