to prevent installing deps repeatly
GitHub defaults to use `sh` instead of `bash` in container. See [docs](https://docs.github.com/en/actions/how-tos/write-workflows/choose-where-workflows-run/run-jobs-in-a-container). Resulting in some non-POSIX usage to fail. Also see: OpenXiangShan/xs-env#104
