Is there a way to have the recipe of cuquantum appliance?

For optimisation purposes, I was wondering whether we could have the Dockerfile for the cuquantum appliance.

Happy to share the reason for this request.

The most challenging part is using cuquantum for singularity on HPC without fakeroot. The default `entrypoint' will not work as expected. Another related reason is that we need to install some wheels in the default Conda environment for the hybrid workflow.

Would this be resolved by making a new image using the cuQuantum Appliance as a base image?
