Add Data Layer

Need to store history of Mycroft interactions

• Both the user’s utterances and messages from Mycroft
• Need to manage when to archive/delete records

I have created a lot of boilerplate code for sync and data handlers that I have used in various projects. I'll commit it here to support this card

[Cliabhach]

Can you make it a merge request please?

[paulscott56]

Sure thing!

Hey Paul any luck digging up the boilerplate code? I plan on blocking out sometime this weekend to work on this enhancement. Thanks.
