Border Migrant issues #88
Description
- 2 events spawn immediately
- Event with title "Borer Migrants" should probably be Border instead
- No localization for
squid.1.name,squid.1.desc,squid.1.resigned,squid.1.xenophile, ... - Xenophile option doesn't seem to give the migrants allowed opinion boost that the standard option does, which feels off to me
squid.2also doesn't seem to have any localization- I'm having trouble following what's supposed to be happening without the localization so I'm stopping testing here. This will need another testing pass after these fixes.

No localization for squid.8 as well. I think none of them are working.

I fixed the squid localization encoding, and that has helped some, but now there are error log messages about events like sorta.2 and sorta.4 not existing, and indeed they appear to not exist and to have never existed.
I'm going to move this to a long-term milestone as this will clearly take significant additional work to be ready.
Remove Sorta's border migrants code pending completion ( see #88 )
