* Add repo governance files for parity with azure-docs-pr Bring this repo to in-repo governance parity with the exemplar (azure-docs-pr) and the other security docsets. Adds the missing community-health files and quality gates (repo already had copilot-instructions, stale.yml, markdownlint, SECURITY.md): - CODE_OF_CONDUCT.md (standalone; links the Microsoft OSS CoC per PR15) - README.md (real landing page; replaces the CoC-only stub) - CONTRIBUTING.md, CODEOWNERS (default owner @msmbaldwin) - .github/policies/disallow-edits.yml (index pattern adapted to security-docs/) - .docutune/ quality-gate configs Part of Big Rock #4 Repository Governance (AZ#627909).
