Explanation

Configure the staged @metamask/auto-changelog package for this monorepo.

This change:

• extends the shared TypeScript configurations
• adds lint, TypeDoc, and Vitest configurations
• preserves the existing Jest configuration until the test-runner migration
• preserves the source coverage thresholds and test timeout in the new Vitest configuration
• adds only the dependencies required to load the new configurations
• ignores generated API documentation under merged-packages/

Compilation and active package tests remain deferred to the dependency, script, ESM, and test-runner reconciliation step. The current source has expected incompatibilities with Node16 module resolution, root dependency versions, and exactOptionalPropertyTypes.
