Overview
This is a monorepo release cut (root 1311.0.0 → 1312.0.0) that publishes @metamask/subscription-controller 12.0.0 and @metamask/wallet 16.0.0, with dependent packages bumped to match.

subscription-controller 12.0.0 (documented in its changelog) adds the breaking SubscriptionController:isUserEligibleForTrial action; callers must allow SeedlessOnboardingController:getIsUserAuthenticated on the subscription messenger. wallet 16.0.0 wires that delegation for default wallet hosts and also documents a breaking requirement to support ConfigRegistryApiService:fetchEventsConfig on the wallet messenger, while taking subscription-controller ^12 and transaction-controller ^72.1.0.

wallet-cli moves to @metamask/wallet ^16.0.0 (changelog entry only in this diff); perps-controller updates its dev dependency to subscription-controller ^12; yarn.lock reflects the new version ranges.
