Overview
This release PR ships @metamask/transaction-controller@72.0.1 and bumps the monorepo to 1289.0.0. Dependent packages (assets, bridge, wallet, pay, smart transactions, and others) now require ^72.0.1 instead of ^72.0.0, with matching [Unreleased] changelog entries and an updated yarn.lock.

The published patch documents a fix in 72.0.1: simulated nativeBalanceChange only adjusts out gas when the sender was actually charged, avoiding false incoming native balance on outgoing sends when simulation does not debit gas (e.g. missing fee fields or fee-recipient-only chains) and aligning with Arc-style native send simulations.
