   I believe this was meant to provide/remove student access to the menu (the three horizontal bars in the upper right corner of the GeoGebra pane) so that they wouldn't be tempted to mess with stuff (e.g., change views, mess with labeling, create custom tools).

   The checkbox was tested within MathNetTest, 07/20/18 @ 9:20am PDT, and it did not seem to have any effect on the students' menu bar.
