Checkbox to choose whether Activity Designer sends the Toolbar #16
Description
In the standard format "As the teacher, i want to choose whether the current toolbar in the activity designer is sent when i press 'send' or 'send to all'"
We want the toolbar showing in the ActivityDesigner to be sent to the student. Unless this checkbox is unchecked.

Tested on both Test and Dev, 08/23/18 @ 4:30pm PDT. Toolbar was still sent regardless of whether the checkbox was checked or unchecked.

To discuss in next meeting. The purpose of this feature is to allow User Customizations not to be wiped out on resending the Construction. But multiple perspectives makes this hard to explain in text. We should talk it through.

Discussion on this issue has led us to do a meeting on the Admin interface, in light of the scenarios described in the Ed Designer article.

Still need to confirm that the current behavior is desirable for all the Ed Designer scenarios.
