Stacked on #851. This is 1 of 3 proxy-integration PRs; merge it after #851 and before the local Rust dependency switch.
This moves the useful proxy validation to root, path-scoped Maple workflows: locked Rust formatting, Clippy, tests, docs and unused-dependency checks; scheduled RustSec and denylist checks; and non-publishing AMD64/ARM64 container builds. It also removes obsolete nested-repository hooks and agent files, updates ownership and monorepo documentation, and keeps proxy-only changes out of Maple app builds until PR 2 wires the local Rust dependencies.
Local validation:
The Docker daemon is unavailable on this VM, so the two non-publishing container builds are intentionally left to this PRs CI.
