Implemented the ongoing-only Playbook Board default while preserving status filters and terminal history access.
The board now defaults to running, restarting, waiting_approval, blocked, and cancelling. An explicit All statuses option uses the new all sentinel, exact-status filters still work, and List view retains its existing all-status behavior. Updated the board route/query, Runs page filter state, and focused regression tests across six files. Review-ready diff SHA-256: d7a8afc0a27343767118f8266b107755b0c9c54cf4cd73f17760e539a9952f1a. No commit, push, or pull-request action was performed.
