The split-patch tool (binary crate) is one possible user for patchparser. The top README should not be the one for split-patch, but for the repository as a whole (arguably the patchparser is the more important part of the repo). License (see #11) is another of those otherwise possibly confusing points.
Also add a CONTRIBUTING.md that:
- specifies AI policy
- explains how to get the GitHub PR links (git notes)
