GameplanePanel#617 and GameplanePanel/website#13 are merged and every task is done. Move the spec folder and update the in-repo references (API and telemetryschema comments, module specs, design-export manifest) per CLAUDE.md rule 16, and bump the website submodule to main 299251d, which carries the telemetry statement page and provider guide (T096).
