Description

Cherry-pick of #4971 (already merged into develop) onto master, shipped ahead of the v26.3.0 release. This PR changes CI workflow files only.

Why it can't wait for the release: pull_request_target workflows always run from the default branch (master), not the PR's base branch. So the pr-labeler fix from #4971 has no effect until it is on master. Meanwhile, PRs that include develop's workflow no longer run the old pull_request labeler either, so fork PRs currently get no automatic labels at all.

Changes (identical to #4971):

  • pr-labeler now runs on pull_request_target, with job-scoped contents: read / issues: write / pull-requests: write. It never checks out or runs PR code.
  • The details-check job skips instead of failing the run when create-matrix finds nothing to check.

When develop is next merged into master for the release, these files are already identical, so there's nothing to conflict.

Type of change

  • Bug fix (a change which fixes an issue).
  • New feature (a change which adds functionality).
  • New Server (new server added).
  • Refactor (restructures existing code).
  • Comment update (typo, spelling, explanation, examples, etc).

- pr-labeler ran on pull_request, which gets a read-only token for PRs
from forks, so it failed on every contributor PR ("Could not add
label(s)"). Run it on pull_request_target with job-scoped write
permissions; no job checks out or runs PR code on that event.
- details-check failed the whole run when create-matrix produced an
empty matrix (PR touches no server configs). Skip the job instead.

No longer needed: v26.3.0 (#5005) brought #4971 to master, so the pull_request_target labeler fix is now live.

Reopened: the v26.3.0 release was rolled back (master reset to before #5005), so #4971 isn't on master after all. Ignore my earlier comment.

Closing: #4971 reaches master with the v26.3.0 release PR, so this cherry-pick isn't needed.
