Provider-free manager-authored guide compilation runtime - #643
Conversation
Register a second guide-compilation runtime, manager_authored, that converts one manager-uploaded rules document into the existing untrusted compilation result. It makes no network call, runs no inference and allocates no provider resources; validation, proposal review, approvals, correction and activation are unchanged. - Identify the rules document by content: the single text/markdown original whose UTF-8 body is a JSON object with format workstream.project_guide_rules.v1. - Resolve author evidence by SHA-256 or manifest filename and attribute each item to the rules document itself. - Allow provider/API/model none only with manager_authored, in settings, the configuration snapshot and the schema trigger (migration 0056). - Record document reads without a provider attachment only for provider-free attempts, and refuse provider allocations for them, in Python custody and in the database guards. - Raise schema_invalid (or unsafe_text) for invalid rules. Closes #641 Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
- Treat pathologically nested rules JSON as malformed so the attempt ends schema_invalid instead of provider-uncertain. - Make the provider-free allocation refusal null-safe. - Share the ready-result citation rule between both runtimes and name the provider-free value once. - Rename the custody in-flight lock flag. - Add tests that prove the exactly-one and resolvable-reference rules independently of citation coverage, plus oversized, mislabelled and substituted-version cases. - Document that the rules document is visible to guide readers and that the hosted release still requires its OpenAI key file. Keep provider-free document failures retryable
When a timeout or transient artifact/grant/database failure reaches these handlers, the runtime raises ProjectAgentRuntimeError after the shared orchestrator has committed its one-shot provider fence. The orchestrator then returns compilation_provider_uncertain, and every redelivery treats that state as terminal, permanently stranding the guide even though no inference or provider call occurred. Classify these provider-free failures as retryable and make any retained direct-read evidence safe to replay.

Fixed in 8154424. For a provider-free attempt the orchestrator now releases the fence back to compilation_reserved and raises runtime_unavailable, the same retryable outcome as a pre-fence failure. Migration 0056 lets the attempt-update guard allow that one transition only when the stored provider is none, so hosted attempts keep the one-way fence. Covered by test_provider_free_transient_failure_reopens_the_attempt_for_retry and test_hosted_provider_fence_cannot_be_reopened.

Reject corrections that cannot alter manager-authored rules
When a finalized manager-authored proposal is corrected, the successor retains the same immutable source snapshot and rules document, but this call recompiles solely from those rules and never examines context.correction_feedback. Every correction under this runtime therefore produces the original result while silently ignoring the manager's reason. Either support revised input through valid custody or reject this correction flow instead of creating an ineffective successor.

Fixed in 8154424. A correction request on a manager-authored proposal is now refused with correction_unsupported (409) before any authority is consumed; revised rules need a new guide version. As defense in depth, the runtime refuses a context that carries correction feedback (schema_invalid) without reading documents. Docs and README updated.

Stop retaining parsed rules after detecting a duplicate
With the allowed 100-document manifest, an authorized manager can supply 100 Markdown documents just under the 4 MiB rules limit, each declaring the rules format. This append retains every expanded Python object until compilation finally rejects the duplicates, so roughly 400 MiB of source JSON—and potentially several gigabytes of object overhead for arrays of small values—can terminate a shared worker. Continue reading documents for custody, but discard parsed values after the second candidate establishes the terminal invalid result.

Fixed in 8154424. Only the first rules candidate keeps its parsed body; later candidates are kept as None, which is enough to reject the guide. Covered by test_manager_authored_runtime_retains_only_the_first_parsed_rules_document.

Reject the
none model sentinel for hosted runtimes
With openai_agents_sdk/openai/responses and model="none", this hosted branch accepts the configuration, and the new migration's SQL predicate accepts the same mixed pairing. The worker can consequently dispatch an OpenAI request using model name none and leave the fenced attempt provider-uncertain instead of rejecting the partial provider-free configuration at startup. Reserve none for every component of manager_authored in both Python and SQL.

Fixed in 8154424. Hosted runtimes now reject model none in the shared Python pairing check and in the SQL configuration guard (migration 0056). Both pairing tests gained the {"model": "none"} case.
- Keep provider-free failures retryable: release the dispatch fence back to compilation_reserved for provider-free attempts only, enforced by the attempt-update guard in migration 0056. - Refuse corrections on manager-authored proposals (correction_unsupported) and refuse correction contexts in the runtime instead of ignoring them. - Keep only the first parsed rules document in memory. - Reject model "none" for hosted runtimes in Python and SQL. Release provider-free fences when execution is cancelled
When a worker task is cancelled after the dispatch fence, ManagerAuthoredProjectGuideRuntime re-raises asyncio.CancelledError, which inherits from BaseException, so it bypasses the except Exception containing this release. The attempt remains compilation_provider_uncertain, and every redelivery is then treated as terminal despite no provider call having occurred. The fresh case beyond the earlier transient-failure finding is caller cancellation during an in-flight provider-free run; release the fence cancellation-safely before propagating cancellation.

Fixed in 5434dc7. The orchestrator now catches CancelledError, releases a provider-free fence through asyncio.shield, and re-raises. Covered by test_provider_free_cancellation_reopens_the_attempt.

Skip the hosted prompt limit for manager-authored runs
When maximum_manifest_bytes is legally configured below the serialized compilation context size—for example, 1,024 bytes with larger task examples—registering manager_authored through this shared orchestrator still triggers the unconditional prompt-size check at orchestrator.py:297-301. The attempt repeatedly returns runtime_unavailable before this provider-free adapter is constructed, even though it never creates or sends that hosted-model prompt and the OpenAI adapter already enforces the limit itself. Apply the precondition only to the hosted runtime or leave it to the selected adapter.

Fixed in 5434dc7. The orchestrator applies maximum_manifest_bytes only to hosted runtimes, because a provider-free run builds no prompt. Covered by test_provider_free_run_ignores_the_hosted_prompt_limit, which uses a 1,024-byte limit with a larger context.

…-guide-runtime # Conflicts: # .ci/behavior-ownership/partition.v1.json
Closes #641
Goal
Let a project compile its guide without any model provider. A new registered runtime,
manager_authored, converts one manager-uploaded rules document into the existing untrustedProjectGuideCompilationResult. It makes no network call, runs no inference and allocates no provider resources. Validation, proposal review, PRE/POST approval, correction and activation are unchanged. OpenAI remains the default.Design
backend/app/adapters/project_agents/manager_authored.py, registered in the typed factory). It opens every assigned original once through the attempt's document grant and records each read. Invalid rules end the attempt terminally withschema_invalid, or withunsafe_textwhen the shared safe-text rule rejects prose. It never touches the model circuit.text/markdownoriginal whose UTF-8 body is a JSON object with"format": "workstream.project_guide_rules.v1". Manifests carry only generated filenames (<source_item_id>.<ext>), never labels, and JSON is not an admitted guide media type. Managers label the uploadworkstream-rules.json.sha256:digest or by manifest filename, and the runtime resolves these to the source item and document version. The rules document cannot cite its own digest, but a ready result must cite every original. So the runtime attributes every item to the rules document itself. That is the only evidence the runtime adds, which leaves at most 19 authored references per item.cntr_/file-/cfile_IDs are created. A provider-free attempt records each read through a newrecord_direct_document_openwith a nullattachment_allocation_id. The Python custody layer and the database guard both accept such a read only when the attempt's stored provider isnone. The guard then requires the canonical run handle, the snapshot item and the exact ingest and SHA-256. Provider allocations are refused for provider-free attempts. Hosted attempts keep the full attachment chain unchanged.SettingsandProjectGuideRuntimeConfiguration, allows provider, API and modelnoneonly formanager_authored. Migration0056enforces the same pairing null-safely in the trigger. The stored attempt snapshot showsmanager_authoredwith provider, API and modelnone.Details and rejected alternatives are in
