Reviewed the Jules (google-labs-jules[bot]) commits on this PR against the #12 durable dogfood profile and the #1015 qualification bar.

Scope note

This PR is not a push onto feat-1015-dogfood-server-profile (#12). It is based on main and largely re-lands the #12 dogfood surface, plus a small real delta. Treat it as #12 + polish, not a second design.
