track(platform): assess Cypress PSoC FastLED build support

Context

FastLED/FastLED#188 asks about porting FastLED to Cypress PSoC components. This should have an explicit fbuild support/assessment tracker instead of remaining only in the FastLED issue database.

Acceptance criteria

• Determine whether fbuild has any usable PSoC board metadata, package path, and toolchain support.
• If support is feasible, add a representative fbuild smoke fixture and build a minimal FastLED sketch far enough to prove platform detection/build setup.
• If support is not feasible, document the missing toolchain/core pieces and keep the source FastLED issue linked to this blocker.
• Comment back on the source FastLED issue with the fbuild assessment.

Assessment: not feasible — closing as not planned

fbuild backend status

• No PSoC/Cypress/cy8c* entries in crates/fbuild-config/assets/boards/json/.
• No psoc/cypress references in crates/fbuild-build/ or anywhere in the workspace.
• No tests/platform/psoc* or cypress* fixtures.

External availability

• uv run python ci/board_sources.py --search psoc|cy8c|cypress returns zero hits across Arduino official, ESP32, ESP8266, Adafruit, SparkFun, Teensy, and Zephyr package indices.

Upstream blocker

• Cypress/Infineon PSoC parts target PSoC Creator or ModusToolbox with proprietary Components/HAL/PDL drivers, not an Arduino core.
• PlatformIO's cypress platform is unmaintained and does not expose an Arduino-API surface that FastLED could compile against.
• There is no FastLED platform port for PSoC in the FastLED source tree.

What would unblock this

1. An upstream Arduino-compatible core for PSoC (or a FastLED platform shim against ModusToolbox/PDL).
2. A toolchain package wired to Infineon SDK headers, linker scripts, and startup code.
3. fbuild board JSON + a fbuild-build platform module.
4. A smoke fixture under tests/platform/.

Re-open when an Arduino-compatible PSoC core lands upstream and there is concrete user demand. Source issue FastLED/FastLED#188 has been updated with this assessment.
