Added FDEP Oculus (public access) link to ECL data query panel results

@shodge17 I found a bad link:

here is the link that comes from the data: https://depedms.dep.state.fl.us:443Oculus/servlet/shell?command=getEntity&[guid=20.99489.1]&[profile=Beach_Mgmt_Funding_Assistance]

but it should be: https://depedms.dep.state.fl.us:443/Oculus/servlet/shell?command=getEntity&[guid=20.99489.1]&[profile=Beach_Mgmt_Funding_Assistance]

If you look at the difference, it's just a missing '/' character between the port number and 'Oculus'

1. comment out the "Download Information" line - The user will get the file from FDEP Oculus link rather than our link.
2. change your NOTE text : :...click the ECL name link..."
3. is it possible to add the attached .png? I know I was a bit frustrated the first time I tried to use Oculus
