Add setup instructions for self-hosted installations

Might be a good idea to add a setup page with requirements, instructions etc. for setting up your own instance of DecAPI.

Some things that could be useful for Windows users to consider:

• Enable bz2 and fileinfo in php.ini (search with notepad for "extensions" and uncomment)
• for testing purposes they might run it using php artisan serve command in command propmt, that would host the repository on localhost:8000
• if the user decides to use sqlite, they would have to
  • enable sqlite3 and pdo_sqlite in php.ini
  • set env("DB_CONNECTION") in database.php to sqlite
  • add DB_CONNECTION=sqlite to .env file
  • create empty "database.sqlite" file inside of "database" directory
  • and change DB_DATABASE in .env to full path to that database.sqlite file
• cURL error 60 could arise, in that case follow this solution
