Closes #4955

The static path generation in getStaticPaths requested /index/projects with size=75. Azul caps that endpoint at 50, so every build failed:

Error [HTTPError]: Request failed with status code 400 Bad Request: GET https://service.azul.data.humancellatlas.org/index/projects?size=75&catalog=dcp60
> Build error occurred
Error: Failed to collect page data for /[entityListType]/[...params]

Lowering the page size to 50 does not truncate results. fetchAllEntities follows pagination.next until the collection is exhausted, so size controls the number of requests, not the number of entities returned. For the 532 projects in dcp60 this is 11 pages instead of 8, and the set of generated static paths is unchanged.

50 is the smallest cap across the entity types this loop covers, so it is safe for all of them. In Azul's HCA plugin projects is capped at 50 and bundles at 100, while files and samples use the default of 1000; AnVIL's cap is 400. All four HCA endpoints were verified to return 200 at size=50 against production.

This is a recurrence of #4570, where the same build broke on size=100 returning a 502 and the request size was reduced to 75. The limit is now an explicit cap rather than a payload-size symptom.

The fix has already been merged into ucsc/hca/prod and ucsc/lungmap/prod to restore the production builds, which had been failing since the cap reached prod in Azul's 2026-09-08 promotion. Both published successfully afterwards.
