Phase 1 of SPEC-flow-cli-restructure-2026-07-06.

Splits lib/dispatchers/teach-dispatcher.zsh (5,611 lines, 82 functions) into a 307-line loader plus 10 modules under lib/dispatchers/teach/.
Adds tests/test-teach-dispatcher-characterization.zsh with 35 routing checks.
Updates test-manpage-version-sync.zsh and dogfood-scholar-config-sync.zsh to search the new module layout.
Full suite: 75 passed / 0 failed / 0 timeout / 1 skipped.
mkdocs build --strict clean.
