meta: the label set for every repository - #97

One label set for every ComlineProject repository: priority, type, status and area. The script creates or updates each label in every non-archived repository, and only deletes with --prune. The Conduct section gets a Labels page.

labels.yml: priority, type, status and area labels, plus GitHub's kept defaults.scripts/sync-labels.sh: creates or updates each label in every non-archived ComlineProject repository. It never deletes unless run with--prune.conduct/labels.mdexplaining the groups, linked from the Conduct index and the nav.zensical build --strictpasses.
