so the bug is when ESP type is type 2 or 3 shouldOutline would return true even if PlayerESP is not enabled.
steps to reproduce bug:
1- enable PlayerESP
2- Set type to outline
3- Disable playerESP
Expected result is No outline BUT due to the bug the outline still gets rendered
this change fixes said issue
