Adds an account-scoped document revision API using Quarkus REST, Hibernate ORM Panache and Flyway with ClickHouse Managed Postgres. Edits append immutable snapshots under a scoped row lock; publication moves a separate same-document pointer with optimistic versions and a defined identical retry rule. A new draft leaves published content unchanged.

Separate setup/runtime roles, verify-full TLS, strict bounded DTOs, disabled startup schema/migration/Dev Services, visible Cloud setup/cleanup and a database-free JVM build workflow are included.

Validation: native Java 21/Maven 3.10 clean package passes 3 boundary tests. Cloud PostgreSQL 18.6 checks passed actual concurrent edit/publication 200/409, ownership/parser controls, composite FK 23503, immutable grants 42501, after-insert rollback and deferred COMMIT failure, specific production-driver CA/hostname negatives, and full content equality across genuine JVM restart. Companion article and sanitized live evidence remain local for review. Draft only; no merge.
