Adds an immutable Scala experiment-run API with separate project bearer tokens, bounded flat JSONB configuration and exact decimal measurements. Retained request UUIDs arbitrate competing submissions with a database uniqueness constraint; one doobie ConnectionIO commits the run and complete child set, while equivalent retries return the original result and changed retries return 409.
Includes released Scala/http4s/Ember/Cats Effect/Circe/Hikari/pgJDBC pins, explicitly documented doobie 1.0.0-RC13, verified sbt launcher and resolved dependency record; owner/runtime setup, repeatable migrations, bounded keyset/containment search and native build CI.
Validation: clean native Linux ARM64 build with 6 unit tests; 9 distinct Cloud HTTP/invariant cases across corrected full and targeted runs, including two-client lock contention, rollback, project isolation and runtime privileges; 7 actual doobie SQL analyses; certificate/hostname-specific pgJDBC controls; 2 prepared SELECT search proof; real JVM replacement with retained-request persistence. Temporary owned Cloud service removed after review. Companion article remains a local unpublished draft.
