The internal scpi-wrapper is being deprecated since it not nearly as good as pyvisa

This is a bunch of improvements for some of the Keithley drivers (+ an uncoupled update to the oxford temperature controller, revealing the origin of the Keithley development).
The updates have minimal changes to the driver API (mainly bug-fixes and a few extra functions) and it has been verified that Keithley probestation application is still functional.
