This PR refines wording in ADR-0014 to clarify why SSVC is standardizing on “decision table” terminology and to better distinguish operations-research vs. machine-learning meanings of “decision tree”.
Changes:
- Reworded context/problem statement to explicitly address terminology conflicts and add references.
- Clarified decision drivers/options and expanded rationale with “decision model” as a broader term.

The “Considered Options” list uses emphasis for the option names. Other ADRs in this repo list options as plain text (e.g., docs/adr/0002-ssvc-decision-points-are-versioned.md:29-32, docs/adr/0007-descriptions-exclude-examples.md:28-29). Consider keeping these un-emphasized for consistency and easier scanning/searching.

Done — removed the emphasis from the option names in the "Considered Options" list so they match the plain-text style used in other ADRs. (commit 25b68d8)
