GET /sessiontimeout twice. The exact same Goal steering canary passed on Windows, on rebuilt-bundle Ubuntu/Windows, and on a Linux rerun. This PR hardens the host bootstrap boundary without weakening the actual preemption, foreground steering, active-state, or autonomous-resume assertions.Package version remains
