Create wrapper functions and hide the native calls #3

It'd be nice to actually have a C# friendly API and wrap the native calls into a neat class without forcing the user to convert the data to native compatible types. Stuff like this would be a huge quality of life. It's not too difficult to do without the wrappers if you know what you are doing but it's a bunch of boilerplate that could easily be integrated into the library.
This is something I've done with the library in my own project. Though I omitted stuff like restart_index which should be present and used Lists instead of sized arrays which should be preferred.
