link_issue only helps when agents call it. A short <issue_linking> block next to the pull request one asks them to link every issue they create or are asked to work on, not issues mentioned only as background, and to say so when linking fails. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
