config: add org-wide gitleaks secret scan workflow

org 전체 레포에 PR 단계 시크릿 탐지를 붙인다. 비공개 레포 대상 GitHub Secret Protection(유료, 미구매) 대신 무료 gitleaks CLI 를 쓴다(대표 결정 2026-10-13).

작업한 내용

• .github/workflows/gitleaks.yml 추가 — PR 이 추가한 커밋 범위(base..head)만 스캔, 결과는 --redact 로 시크릿 값 가림
• gitleaks v8.30.1 바이너리 sha256 고정 검증, actions/checkout 커밋 SHA 고정
• gitleaks-action 은 org 계정에 라이선스 키가 필요해 CLI 를 직접 실행
• 레포별 오탐 허용은 각 레포 루트의 .gitleaks.toml 로 조정

적용 방식 (머지 후)

org 룰셋 "Require workflows to pass" 로 전 레포 기본 브랜치·develop·main 에 연결한다. 처음엔 evaluate(관찰) 모드로 막지 않고 결과만 보고, 오탐 정리 후 active 로 전환.

검증

• 로컬 v8.30.1 로 동일 명령 실행: 정상 커밋 rc=0, 가짜 ghp_ 토큰 커밋 rc=1(leaks found: 1)
