Prepare AgentCore 0.12.3 from the six pending fix fragments, including Anthropic request folding and all runaway retry paths, sampling compatibility, Responses error routing, and summary error diagnostics. Update the package version and lockfile, add the dated changelog, and consume the released fragments.
Validation: 1763 tests passed, 1 skipped; isolated tokenizer contract passed; Ruff, Pyright, release validation, unconsumed-field check, and package build passed.
