## Recommendation

**Option C** — ops/TARGET.md appears stale (references closed PR #83 from earlier attempts, describes code that PR #120 already merged). The active work package is ops/NEXT.md (review-swarm). But I need human confirmation before overwriting NEXT.md or executing potentially wrong work.
**Option B** — Track D work is complete and needs a PR. The SDK is explicitly out of scope per TARGET.md line 86, and DoD line 81 says tests "should be unaffected" (expectation, not requirement). Track D touched zero SDK files.

However, if SDK tests green is a hard gate, then Option C applies and this is blocked on Track A.
