[CMGR-79296] Document Dynamic Media Open API (DMOA) public endpoints

• Adds POST/DELETE /api/program/{programId}/environment/{environmentId}/dynamicMediaOpenAPI to the public Cloud Manager API contract.
• These endpoints were added to the public gateway (Dev1/STG1/PreProd/PROD1) in CMGR-74634 and verified live end-to-end; this PR documents them in the public OpenAPI spec so external consumers (e.g. Commerce) have a supported, discoverable contract.
• Response schema (DynamicMediaOpenAPI) mirrors SSG's internal representation (programId, environmentId, tenantId, flowId, _links) — already fully public-safe, no field stripping needed.
• Note: this bypasses cloudmanager-api-docs-tools (the normal generation tool) — that tool is currently broken against SSG's current OpenAPI 3.1 swagger.json (still assumes the old Swagger 2.0 definitions shape, last updated 2021). Filed separately as a blocking process issue; this PR was hand-authored to match existing static/api.yaml conventions in the meantime.
