Describe the bug
School tour scheduling EDB has univ override and modeled choices, and univ tour scheduling EDB does not have univ override and modeled choices

To Reproduce
Run estimation mode in ActivitySim with mandatory_tour_scheduling_school and mandatory_tour_scheduling_univ in estimation.yaml

Expected behavior
School EDB has only school records ("mandatory_tour_seg" == "school"), and univ EDB has only univ records ("mandatory_tour_seg" == "univ")
