Subject: [PATCH] ci: Dependabot for dependency updates; releases are local

- .github/dependabot.yml: weekly npm (pnpm catalogs included) and GitHub
  Actions updates, grouped (@statewalker packages; third-party minor/patch),
  versions at least 3 days old, ranges rewritten only when a version falls
  outside them. Pull requests are checked by CI and merged by hand.
- renovate.json removed.
- ci.yml: the release job is removed; packages are published from a local
  release script (version, publish with npm 2FA, verify, promote).
