Renovate reconfigure process is not commenting on PR

Following these instructions https://docs.renovatebot.com/getting-started/installing-onboarding/#reconfigure-via-pr

I created a renovate/reconfigure branch:

and a PR:

itzg/docker-minecraft-server#3936

But Renovate bot did not comment on the PR as stated in step 5

Renovate will comment on your PR, outlining the expected changes from your modified configuration

Instead it just keeps logging about the renovate config file on the main branch, which is not helpful when trying to reconfigure.

Is it because there's a previous error on the main branch config? That is awkwardly notated by Renovate as

I found that the comment was not added in a timely fashion until I triggered a manual run on the Renovate dashboard/portal
