Subject: [PATCH] fix(server): the server starts again after a duplicate Option
 import

#12402 landed an effect/Option import that LocalDeviceHost.ts already had,
so loading the module throws "Identifier 'Option' has already been
declared". The server crashes on boot and CI fails on main.
